Phil and Riot drive to Austin (Texas) to contend against Psycho Miko and his gang, Barrio Azteca, who are extorting a whole neighborhood. It's a complicated situation; usually their assignments involve getting rid of one person, not five. But the reward is worth the risk. It's so worth it, that Phil and Riot wonder how the neighbors can afford it. What they don't know is that behind the idea of wiping out Barrio Azteca and helping the residents of Franklin Park pay for it is Alastor Monroe. He seems to be back when everyone thought he died in the fire that ravaged the St. Rose Reformatory. His intentions, whatever they may be, are not good and will be revealed in the second narrative arc.
